City Council Meeting May 16 2022

 

REGULAR MEETING OF THE CITY COUNCIL

MONDAY, MAY 16, 2022

 

A meeting of the Mayor and Council of the City of Plainview, Nebraska, was held at the Council Chambers in said City on the 16th day of May at 6:30 o’clock P.M. 

 

Roll call was held and present were: Mayor Schlote; Council Members: Alder, Yosten and Sanne Absent: Smith

 

The Pledge of Allegiance was then recited.

 

Mayor Schlote opened the meeting and announced to individuals in attendance that a full copy of the new Nebraska Open Meetings Act was posted on the east wall of the Council Chambers.

 

Due to a weather related power outage, the meeting originally scheduled for May 12th was moved to May 16th.

 

Notice of the meeting was given in advance thereof by Posting in three places for designated method for giving notice.  Availability of the agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.

 

Jeremy Tarr was present as City Administrator

Courtney Retzlaff was present as City Clerk.

Bruce Curtiss was present as City Attorney.

 

Sanne moved to approve the regular meeting minutes from April 12, 2022. Yosten seconded the motion. Motion carried 3-0.

 

Sanne moved to approve claims and payroll. Alder seconded the motion. Motion carried 3-0.

 

No Manor report was given.

 

Police Chief Neumann reported on issues with dogs at large that will now be turned over for prosecution.

 

Susan Norris gave the Economic Development report. Sanne congratulated Norris on the Economic Professional Award that she received last week in Valentine. A $30,000 grant from the LENRD was awarded for improvements in Chilver’s Park, the PBCF will be updating the tennis courts and Norris would like to apply for a Keno grant in the future for additional upgrades in the park. Norris also expressed concerns over issues with NENEDD and the administration of the City of Plainview’s grants. Five Rule Planning has completed the City’s comprehensive plan and now will begin working on a strategic plan.

 

No City Superintendent report was given.

 

City Attorney Curtiss provided an update on the motion to dismiss filed for the small box store ordinance. Additional information will be provided in June.

 

The pool board recommended Roni Prewitt for assistant manager for the coming year. Sanne move to hire Prewitt. Yosten seconded the motion. Motion carried 3-0.

 

A wage of $11 per hour was recommended for Prewitt. Sanne moved to approve the wage. Alder seconded the motion. Motion carried 3-0.

 

Two applications for seasonal park help were received. Scott Hintz and Anthony Ziegenbein were recommended for the position. Sanne moved to approve the hire of both. Alder seconded the motion. Motion carried 3-0.

 

Wage recommendation for both was set at $9.50 per hour. Sanne moved to approve seasonal park wages. Yosten seconded the motion. Motion carried 3-0.

 

Several properties were brought to the council with recommendations from the health board to list as nuisances.

 

The first property is at 107 S Pine Street, Plainview Pacific Townsite Co 1st Add Blk 1 Lots 23&24. The owner was told previously to move or license the vehicle located on the property. Sanne moved to send the property forward in the nuisance process. Alder seconded the motion. Motion carried 3-0.

 

The next property is at 106 W Locust, Plainview Pacific Townsite Co 1st Add Blk 12 Lots 4-7. There is an unlicensed vehicles that is full of old tires, random junk around the property and 2 couches outside. The council was told previously by the resident that the property would be cleaned up and this was not completed. Sanne moved to send the property forward in the nuisance process. Alder seconded the motion. Motion carried 3-0.

 

The properties at 212 E Locust, Plainview Pacific Townsite Co 1st Add Blk 10 Lot 6 & E 4’ Lot 7 and 214 E Locust, Plainview Pacific Townsite Co 1st Add Blk 10 Lots 3-4-5 are both currently unoccupied. The health board noted that the conditions of the building and that they are in disrepair. The entrances to the buildings are not secure. Sanne moved to send both properties forward in the nuisance process. Yosten seconded the motion. Motion carried 3-0.

 

The property located at 108 S Elm, Plainview O.T.  Blk 3 E 109’ Lot 4 was noted as having indoor furniture and miscellaneous junk around the property. A general cleanup is necessary. Sanne moved to send the property forward in the nuisance process. Alder seconded the motion. Motion carried 3-0.

 

Discussion was held on a LB840 loan for Mary’s Restaurant for purchase of an ice machine. Currently the business is buying ice each week and the ice machine would pay for itself in less than a year. Sanne moved to approve a loan for $4,300 with an interest rate at the time of the invoice of prime plus one for 24 months. The first payment would be deferred 6 months. Yosten seconded the motion. Motion carried 3-0.

 

Sanne moved to approve 20-TFRH-35023 Drawdown #3 in the amount of $1781.25 for grant administration fees. Alder seconded the motion. Motion carried 3-0.

 

Mayor Schlote read a proclamation for National Skilled Nursing Care Week.

 

WHEREAS we honor and respect our elders and citizens of any age with physical or intellectual disabilities who reside in Plainview Manor in Plainview; and,

 

WHEREAS skilled nursing care centers throughout our area are holding in observance of National Skilled Nursing Care Week, May 8 to 14, 2022, using this year’s theme of “ Creating and Nurturing Connections,” and,

 

WHEREAS I urge all citizens to virtually visit or call a loved one, family member or friend residing in any care setting and offer a kind word and spend time participating in various virtual activities to unite those from all walks of life in need of our continuing love and support; and,

 

WHEREAS my administration is committed to quality health care, we take this moment to embrace the essence of the theme “Creating and Nurturing Connections.’ Let’s join all Plainview Manor, their staff, volunteers, residents and their families and friends in celebrating this special week; and,

 

THEREFORE, do I, Brian Schlote, as Mayor of Plainview declare the week of May 8-14, 2022 as National Skilled Nursing Care Week, a week to honor the important role that skilled nursing care centers provide in caring for and protecting our most vulnerable citizens.

 

Discussion was held on the proposed park upgrades that will be funded by the PBCF and LENRD Grant. The City will pay for the necessary repairs and upgrades and reimbursed from the LENRD Grant and the PBCF. Sanne moved to approve the park projects. Yosten seconded the motion. Motion carried 3-0.

 

Council questioned the status of the search for a new water source. City Administrator Tarr stated that Miller & Associates will meet with City staff on May 31st to discuss their findings and then will present their proposed plan to the council in June. The plan will then need to be submitted to the State for approval before moving forward.

 

 

Sanne moved to adjourn the meeting. Yosten seconded the motion. Motion carried 3-0.
