REGULAR MEETING OF THE CITY COUNCIL
TUESDAY, JUNE 14, 2022
A meeting of the Mayor and Council of the City of Plainview, Nebraska, was held at the Council Chambers in said City on the 14th day of June at 6:30 o’clock P.M.
Roll call was held and present were: Mayor Schlote; Council Members: Alder, Smith, Yosten and Sanne Absent: None
The Pledge of Allegiance was then recited.
Mayor Schlote opened the meeting and announced to individuals in attendance that a full copy of the new Nebraska Open Meetings Act was posted on the east wall of the Council Chambers.
Notice of the meeting was given in advance thereof by Publication, a designated method for giving notice, as shown by the Affidavit of Publication attached to these minutes. Notice of this meeting was given to the Mayor and all Members of the Council and a copy of their acknowledgment of receipt of notice and the agenda is attached to the minutes. Availability of the agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.
Jeremy Tarr was present as City Administrator
Courtney Retzlaff was present as City Clerk.
Bruce Curtiss was present as City Attorney.
Sanne moved to approve the regular meeting minutes from May 16, 2022. Alder seconded the motion. Motion carried 4-0
Alder moved to approve claims and payroll. Smith seconded the motion. Motion carried 4-0.
Juleen Johnson was present for the Manor report and provided COVID and staffing updates. A new fire hood is required for the kitchen and Johnson received a quote from Heartland Fire Protection in the amount of $46,816. The funds will come from the Manor Sales Tax account. Smith moved to approve the purchase of the fire hood. Alder seconded the motion. Motion carried 4-0.
A request for a training manikin will not qualify for sales tax funding as it is not a capital expenditure.
Officer Hallock reported that the month of May was busy with an increase in traffic stops and thefts. A reminder was given to keep vehicles locked. Hallock would also like to work on reducing the number of stop signs around town.
The public hearing at 6:45 PM for the proposed Ordinance to updated and amend City Code and Zoning Regulations pertaining to Municipal Planning and Small Box Discount Stores was moved by Sanne to be tabled until July. Alder seconded the motion. Motion carried 4-0.
Susan Norris gave the monthly Economic Development report with updates on the DTR Grant, funding for the park project has been received in full and an additional $100,000 in donations for the community building project was received in May. Norris spoke about Communities for Kids or C4K, which will be utilized to bring early childhood care and education options to Pierce County and Plainview. A steering committee will be formed to help with the study. An update on the awarded co-share network space was given. A new housing study will be conducted in the county.
No report given for the City Attorney.
Chris Miller and David Blau of Miller & Associates were present to report on proposed drinking water solutions in response to the Administrative Order received by the City of Plainview on January 14, 2021 for high nitrate levels. Miller gave an overview of the City’s current wells, data collected on the number of gallons pumped and percentage of water loss the current system is showing. There were several options for compliance that were discussed which included blending, consolidation with another municipality, construction of a new well, rehab of the 62-1 well, building a water treatment plant and point of use and point of entry filters.
Miller stated that all 4 of the current City wells are at their maximum depth and for their ages are all in good condition. Costs associated with the different options for compliance were presented and ranged from $4.8 million for construction of a new well to $7.2 million for construction of a reverse osmosis plant. Miller’s recommendation was to work on renovating the current Well 62-1 located in the northeast section of town, which would cost approximately $300,000.
Smith moved to allow City Administrator Tarr to execute documents for the submittal of the Preliminary Engineering Report to the Water Wastewater Advisory Committee and Nebraska Dept. Health and Human Services by July 14, 2022. The PER would approve for the renovation of Well 62-1 as the first option and then sampling of water quality near the Plainview Country Club which has been marked as a possible area for a new City well. Alder seconded the motion. Motion carried 4-0.
Several Mayor appointments to City Board were made.
Jodi Viterna and Megan Porter were reappointed to 4 year terms on the Library Board. Sanne move to approve the appointments. Yosten seconded the motion. Motion carried 4-0.
Wim deBoeck, Brian Bowman and Jason Halvorsen were reappointed to 2 year terms on the Planning Commission. Sanne moved to approve the appointments. Yosten seconded the motion. Motion carried 4-0.
Joan Alexander was reappointed to the Manor Board and Jenna Robison was appointed to replace Vicki Peterson for 2 year terms. Sanne moved to approve the appointments. Yosten seconded the motion. Motion carried 4-0.
Discussion was held on the allocation of City Sales Tax. Currently the pool receives .5% with the Manor, Library and Economic Development receiving 1/3 each of the former 1% Hospital Tax. The council can decided in June of even numbered years if a reallocation of funds should occur. Sanne moved to leave the sales tax as it currently is allocated. Smith seconded the motion. Motion carried 3-1 with Yosten voting no.
Discussion was held on an interlocal agreement with Pierce County Dispatch for the City’s non-emergency police calls and after hour’s utility service calls. Council agreed to table until July meeting.
City Administrator Tarr recommended a $1 per hour wage increase for Russ Cleveland and Kris Mann who recently completed their Grade L wastewater licenses. Tarr stated that all utility works are fully licensed for water and wastewater. Sanne moved to approve the wage increase for Cleveland and Mann. Smith seconded the motion. Motion carried 4-0.
City Clerk Retzlaff presented on TextMyGov which is a mass messaging system that the City could use to send information to citizens via text messages. Sanne moved to table until July. Alder seconded the motion. Motion carried 4-0.
Discussion was held on the recent budget update request from the DED for the NAHTF housing project. The LB840 board recommended funding from Economic Development Sales Tax of $43,536 to allow the project to move forward. Sanne moved to approve the funding. Smith seconded the motion. Motion carried 4-0.
Sanne moved to allow for the closure of Lincoln Avenue north of the Plainview Manor on June 29th from 5:00-10:00 PM for the Manor and CHI 4th of July Celebration. Smith seconded the motion. Motion carried 4-0.
Yosten moved to adjourn the meeting. Alder seconded the motion. Motion carried 4-0
