Utilities

The City of Plainview supplies water and sewer services to its residents. The City requires a $150 deposit for these services. The deposit will be refunded upon all services being disconnected and all bills paid in full. City Code 3-1103.

Pets

All dogs and cats over the age of six months shall be licensed within the City of Plainview. Tags may be obtained at the City Offices during regular business hours. Proof of rabies vaccination is required. All dogs shall be either penned up or on a leash while outside of the residence. City Codes 6-101; 6-116; 6-205.

Property Maintenance

Properties are required to be maintained at all times.

Lawns are required to be mowed and kept clear of weeds and debris. Growth of vegetation is not to exceed 12 inches in height. City Code 6-337.

Property occupant is not to let snow, sleet, ice or mud accumulate on any sidewalks. City Code 8-202.

Zoning Permits

Any person desiring to commence or proceed to erect or construct any building, dwelling, or fence shall file for an application for a zoning permit. City Code 9-201.

Trash

Garbage collection in the City of Plainview is handled by a private contractor. The City bills for garbage collection on the monthly utility bill. Garbage collection days in the City of Plainview are as follows: Tuesdays, the east curb of 1st Street will be picked up along with the rest of Plainview to the east. Fridays, the west curb of 1st Street will be picked up along with the west side of Plainview. There are only two pickups a week for the city.

All residents and businesses must use contractor approved totes and/or dumpsters. One tote is provided to each residence. A second tote may be purchased for an additional $10 monthly fee. Dumpsters are the responsibility of the owner.

Black Hills Energy (formerly Source Gas) supplies natural gas services to the City of Plainview. Their phone number is 1.800.563.0012 for installations and service calls.

Cable Television

Great Plains Communications offers cable television services for the City of Plainview. Their phone number is 1.800.343.8014 for installations and service calls.

Telephone & Internet

Plainview Telephone supplies telephone and Internet services to the City of Plainview. Their phone number is 402.582.4242 for installation and service calls.

Before digging, call the Diggers Hotline at 1.800.331.5666.

Plainview HandiVan

The City of Plainview operates a HandiVan service. Rides are $1.50 one way. Punch cards are available at the City Offices or with the driver for $24 (18 rides). Rides can be scheduled by contacting the driver at 402-851-1525.
