REGULAR MEETING OF THE CITY COUNCIL
TUESDAY, JANUARY 10, 2023
A meeting of the Mayor and Council of the City of Plainview, Nebraska, was held at the Council Chambers in said City on the 10th day of January at 6:30 o’clock P.M.
Roll call was held and present were: Mayor Smith; Council Members: Alder, Born, Janovec and Sanne Absent: None
The Pledge of Allegiance was then recited.
Mayor Smith opened the meeting and announced to individuals in attendance that a full copy of the new Nebraska Open Meetings Act was posted on the east wall of the Council Chambers.
Notice of the meeting was given in advance thereof by Publication, a designated method for giving notice, as shown by the Affidavit of Publication attached to these minutes. Notice of this meeting was given to the Mayor and all Members of the Council and a copy of their acknowledgment of receipt of notice and the agenda is attached to the minutes. Availability of the agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.
Jeremy Tarr was present as City Administrator
Courtney Retzlaff was present as City Clerk.
Bruce Curtiss was present as City Attorney.
Alder moved to approve the regular meeting minutes from December 13, 2022 and the special meeting minutes from January 5, 2023. Born seconded the motion. Motion carried 4-0.
Alder moved to approve claims and payroll. Janovec seconded the motion. Motion carried 4-0.
Juleen Johnson was present to give the Manor report which included updates on staffing and COVID cases in the facility. The annual audit report was also received and distributed to the council. Johnson presented her Administrator contract for 2023-2024 effective February 1, 2023. The Manor board recommended a 4% salary increase for Johnson to set base pay at $122,482 annually. Sanne moved to approve the contract. Born seconded the motion. Motion carried 4-0.
Police Chief Hallock gave the monthly report for the department and also stated that she would like to have discussions with BNSF on updating the railroad crossings in town as there have been 2 accidents in the last 5 months on the 8th and 9th Street railroad intersections.
Susan Norris gave the Economic Development report. DTR Grant projects are continuing, there is a $435, 000 CDBG Grant available for street scape projects, the four plex is continuing to move forward with a completion date of May 2023 anticipated. A ribbon cutting will be held when the project is complete. Norris stated that the former community building has been targeted as the location for the proposed co-share networking space. A meeting on the daycare needs and challenges in Pierce County will be held on January 25th at 4:00 pm at the library which will include community, school and county officials. The City’s IRP Revolving loan fund will also close out in February.
Discussion on the renewal of the City’s health insurance plan was held and 2 options were presented for the council to review. Currently the monthly premium is $12,181.40 which would be reduced to $11,694.00 for the new year. Sanne moved to approve the renewal of the current plan with a 4% decrease in premium cost. Alder seconded the motion. Motion carried 4-0.
Mayor appointments were made for 3 City boards.
Melissa Hoffart was appointed for a 4 year term on the pool board, Brian Schlote was appointed for a 5 year term on the housing board and Lois Norris was appointed to the HandiVan board through June 30, 2025. Sanne moved to approve all the appointments. Alder seconded the motion. Motion carried 4-0.
Discussion was held on the demolition of the property at 112 S Elm Street that the City owns and is in disrepair. City Administrator Tarr would like to utilize Keno funds for the cost of the demolition. Janovec moved to approve the demolition. Born seconded the motion. Motion carried 4-0.
Keno grants were received from 3 organizations.
The first application was from the Plainview Youth Wrestling Club for purchase of singlets. Born moved to approve the Keno grant for $1,125. Sanne seconded the motion. Motion carried 4-0.
The second application was from the Plainview Post Prom committee for a hypnotist. Born moved to approve the Keno grant for $1,000. Janovec seconded the motion. Motion carried 4-0.
The third application was from the City of Plainview for the cost of demolition at 112 S Elm Street. Sanne moved to approve the Keno grant for $15,000. Alder seconded the motion. Motion carried 4-0.
Discussion was held on Resolution #662 for installation of speed limit signs on West Street south of Locust Avenue. The council would also like to add an additional sign north of Locust. The Resolution will be updated and revisited in February. Sanne moved to table until the next meeting. Born seconded the motion. Motion carried 4-0.
Discussion was held on changes to parking along Woodland Avenue between King and Pine Streets. Currently there is no parking allowed on the south side of the street. Council would like to update the parking to reflect the same regulations on the north side. Born moved to table to the next meeting. Janovec seconded the motion. Motion carried 4-0.
An agreement between the Plainview Brunswick Foundation and the City of Plainview for the use of the land previously purchased from Norda Johnson was reviewed. The agreement states that the property will be limited to the use of the PBCF for the community building. The PBCF will notify the City upon the completion of any survey or plat needed for the building, at which time the City may utilize any remaining property. Janovec moved to approve the agreement. Alder seconded the motion. Motion carried 4-0.
An update was given on the lighting on City maintained flag poles.
Following the public hearing on January 5th, the council moved to discuss the SUP submitted for the construction of a Dollar General at the meeting this evening. City Attorney Curtiss stated that after conversations with Mark Fitzgerald, legal counsel would like to have more time to look over the information presented by Husch Blackwell and Colby Capital. Curtiss also said it would give the city council more time to ask any questions on the exhibits presented to them. Sanne moved table the decision on the SUP to February 7, 2023 at 6:30 PM. Born seconded the motion. Motion carried 4-0.
Council member Janovec congratulated the Plainview Library on their recent 5-Star rating for libraries in Nebraska.
Sanne moved to adjourn the meeting. Alder seconded the motion. Motion carried 4-0
