Special Council Meeting Minutes September 29 2025

 

SPECIAL MEETING OF THE CITY COUNCIL

MONDAY, SEPTEMBER 29, 2025

 

A meeting of the Mayor and Council of the City of Plainview, Nebraska, was held at the Council Chambers in said City on the 29th day of September at 6:30 o’clock P.M. 

 

Roll call was held and present were: Council Members: Born, Janovec, Sanne and Doty Absent: Mayor Smith

 

The Pledge of Allegiance was then recited.

 

Council President Janovec opened the meeting and announced to individuals in attendance that a full copy of the new Nebraska Open Meetings Act was posted on the east wall of the Council Chambers.

 

Notice of the meeting was given in advance thereof by Publication, a designated method for giving notice, as shown by the Affidavit of Publication attached to these minutes.  Notice of this meeting was given to the Mayor and all Members of the Council and a copy of their acknowledgment of receipt of notice and the agenda is attached to the minutes.  Availability of the agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.

 

Courtney Retzlaff was present as City Clerk.

Jeremy Tarr was present as City Administrator

 

Sanne moved to approve Budget FY 2025-2026. Doty seconded the motion. Motion carried 4-0.

 

Sanne moved to approve the money transfers for FY 2025-2026. Doty seconded the motion. Motion carried 4-0.

 

Council member Born introduced the following resolution and moved for its adoption:

 

RESOLUTION #735

 

 

WHEREAS, Nebraska Statures provide that the property tax request for the prior year shall be the property tax request for the current year for purposes of the levy set by the County Board of Equalization unless the Governing Body of the City of Plainview passes by a majority vote a resolution or ordinance setting the tax request at a different amount; and

 

WHEREAS, a special public hearing was held as required by law to hear and consider comments concerning the property tax request; and

 

WHEREAS, it is in the best interests of the City of Plainview that the property tax request for the current year be a different amount than the property tax request for the prior year.

 

NOW THEREFORE BE IT RESOLVED, BY THE MAYOR AND COUNCIL OF THE CITY OF PLAINVIEW, NEBRASKA, THAT:

 

  1. The 2025-2026 property tax request be set at a total sum of $509,594.64
  2. Of the total sum, the amount of $402,624.64 shall be designated as General Levy; and
  3. Of the total sum, the amount of $106,970.00 will be used for bond repayments, to provide a sum sufficient to cover prior year’s bond requirements.

 

Council member Doty seconded the foregoing motion and on roll call on the passage and adoption of said resolution, the following voted Aye; Born, Janovec, Sanne and Doty Nay: None. Whereupon the Council President declared said motion carried and Resolution #735 is passed and adopted.

 

Discussion on employee wages for FY 2025-2026 was held with 2 options presented for the council.

 

Born moved to approve a $.80 per hour raise for full time employees and part time worker wages as listed. There was no second for the motion.

 

Sanne moved to approve a 3% increase for full time employees and wages for part time workers as listed:

 

Deputy Clerk $23.69 per hour

City Superintendent/Water/Sewer Supervisor $31.30 per hour

Solid Waste Supervisor $29.60 per hour

Street Supervisor $25.75 per hour

Maintenance Worker $23.69 per hour

Library Director $19.35 per hour

Part time Librarian $15.00 per hour

Children’s Librarian $15.00 per hour

HandiVan drivers $15.00 per hour

Part time Maintenance $22.00 per hour

Part time Maintenance $17.00 per hour

Police Officer $56,650 annually

Chief of Police $72,100 annually

City Clerk/Treasurer $66,950 annually

 

Doty seconded the above motion for wages. Motion passed 4-0.

 

Wage for the City Administrator will be passed with employment contract and Ordinance at a future meeting.

 

Motion was made by Sanne and seconded by Born to waive the second and third readings of Ordinance No. 1012. Upon roll call vote, the following members voted AYE: Born, Janovec, Sanne and Doty. The following voted NAY: None. Motion carried 4-0. Whereupon the Council President declared the second and third readings of said Ordinance No. 1012 waived.

 

Motion was made by Sanne and seconded by Born to approve Ordinance No. 1012. Upon roll call vote, the following members voted AYE: Born, Janovec, Sanne and Doty. The following voted NAY: None. Motion carried 4-0. Whereupon the Council President declared said Ordinance No. 1012 approved.

 

ORDINANCE #1012

 

AN ORDINANCE TO REDUCE THE SPEED LIMIT TO 15MPH ON LINCOLN AVENUE BETWEEN MAIN STREET AND PINE STREET.

 

Sanne moved to approve installation of a sidewalk west of the ballfield concession stands by NLC, LLC in the amount of $16,215. Doty seconded the motion. Motion carried 4-0.

 

Concerns on the parking for soccer games and the distance for people to walk was discussed.

 

Doty moved to adjourn the meeting. Sanne seconded. Motion carried 4-0

I, the undersigned, City Clerk for the City of Plainview, Nebraska, hereby certify that the foregoing is a true and correct copy of proceedings had and done by the Mayor and Council on 9/29/2025; that all of the subjects included in the foregoing proceedings were contained in the agenda for the meeting, kept continually current and readily available for public inspection at the office of the City Clerk; that such subjects were contained in said agenda for at least twenty-four hours prior to said meeting; that at least one copy of all reproducible material discussed at the meeting was available at the meeting for examination and copying by members of the public; that the said minutes from which the foregoing proceedings have been extracted were in written form and available for public inspection within ten working days and prior to the next convened meeting of said body; that all news media requesting notification concerning meetings of said body were provided advance notification of the time and place of said meeting and the subjects
